Here's the replacement timeline, why lead is so dangerous, and how to protect your family's water while you wait.

If you live in an older Ohio home, there's a real chance the pipe carrying water into your house is made of lead. It's an uncomfortable thing to learn, but it's also fixable — and the first step is understanding what's actually happening beneath your street. Let's walk through it plainly.

What a lead service line actually is

A "service line" is the underground pipe that connects your home to the water main under the street. In older Ohio neighborhoods — especially homes built before the mid-1980s — that pipe is often made of lead, and it's the single biggest source of lead in household tap water.

Lead rarely comes from the water source itself. It gets in on the last leg of the journey, as water sits in and moves through lead-containing plumbing. According to the EPA, the usual culprits are lead service lines, lead pipes, brass or chrome-plated brass faucets, and plumbing joined with lead solder. When water sits still overnight or while you're at work, lead slowly dissolves into it — which is why the first draw of the morning is usually the most contaminated.

A few things worth understanding about that pipe:

  • The line is often "shared." The utility typically owns the portion from the main to your property line; you often own the rest, up to the house. Both halves can be lead.
  • You usually can't see it. It's underground — but you can look up your service-line material in your water system's public inventory, which every Ohio system was required to file.
  • Lead is invisible, tasteless, and odorless. You cannot tell it's there without a lab test. That's exactly why it's so easy to overlook.
  • Boiling does not help. The EPA is explicit that boiling water does not remove lead — and because some water evaporates, it can slightly concentrate it.

The lead line replacement timeline

In late 2024 the EPA finalized a rule called the Lead and Copper Rule Improvements (LCRI), which for the first time requires water systems nationwide to find and replace every lead service line. Here's how that's scheduled to unfold for Ohio.

October 2024

Every water system mapped its pipes

By October 16, 2024, all public water systems had to submit an initial service line inventory to the state — identifying which lines are lead, non-lead, or unknown. Ohio EPA now hosts these inventories publicly so residents can look up their address.

Late 2024

The federal rule was finalized

The EPA finalized the LCRI, setting a nationwide mandate to identify and replace all lead service lines and lowering the lead "action level" from 15 to 10 parts per billion.

Funding & planning window

Billions in federal and state funds — grants and 0%-interest loans — are available to help utilities pay for replacement, with key application deadlines in 2026. This is when many Ohio communities lock in their replacement plans.

The LCRI compliance date. From here, water systems must replace their lead and galvanized lines on a rolling schedule — roughly 10% of their lines every year — and keep residents informed about the plan for their street.

Around 2037

Full replacement target

Ten years after the compliance date, water systems are generally expected to have replaced all lead service lines under their control. Some cities will finish sooner; a few of the largest may qualify for extensions.

Two things to keep in mind. First, the timeline runs into the late 2030s — a child born today could be in grade school before their street is done. Second, utilities generally control only the public half of the line; the section on your property may be yours to replace, and a "partial" replacement can temporarily increase lead by disturbing the pipe. That gap is exactly why protecting the water at your tap matters in the meantime.

Lead is a cumulative toxin — it builds up in the body over time. Both the EPA and the CDC are unequivocal on the key point: there is no known safe level of lead exposure, which is why the EPA sets its health goal for lead in water at zero.

Children are most at risk

A dose of lead that barely affects an adult can seriously harm a young child's developing brain and body. The EPA links childhood lead exposure to lower IQ and trouble learning, behavior problems and hyperactivity, slowed growth, and hearing problems and anemia. The damage can be permanent, and because it's gradual, it often happens without any obvious symptom to warn a parent.

Adults aren't safe either

In adults, the EPA associates lead exposure with real cardiovascular and organ effects: higher blood pressure and hypertension, cardiovascular effects, decreased kidney function, and reproductive problems in both men and women.

Pregnancy is a special concern

Lead stored in a mother's bones can be released during pregnancy and cross to the baby, and it's associated with reduced fetal growth and premature birth. This is why the EPA specifically recommends using only cold, filtered water for making baby formula.

Why this matters now — not in 2037

It's tempting to file lead lines under "the city is handling it." And they are — but the math of the timeline means your family could be drinking from a lead line for years before it's replaced. Here's why waiting passively isn't really a plan:

  • The clock runs to the late 2030s. With replacement rolling out at roughly 10% of lines per year after 2027, most Ohio homes are looking at years of continued exposure, not months.
  • Your half of the line may be yours to fix. Utilities often replace only the public portion. The section from the property line to your home can be the homeowner's responsibility — and cost.
  • Partial replacements can spike lead temporarily. Disturbing an old pipe, or swapping only one half, can knock loose lead and raise levels for weeks afterward. Filtration bridges that gap.
  • There's no safe dose to "wait out." Because no level of lead is considered safe, especially for children and pregnant women, reducing exposure sooner is always better than later.
